October 1st remains the start date for extended producer responsibility for packaging

Last week, the government presented a package of measures designed to reduce business costs associated with the implementation of extended producer responsibility for packaging.

It was also announced that extended producer responsibility for packaging will still take effect on October 1, 2025. This means that from that date, companies must pay for the management of the packaging waste they place on the market. The goal is to create an incentive to produce less and more recyclable packaging, as well as to ensure that Denmark meets EU requirements.

The new measures include:

Lower fees

The government's goal is to reduce the total producer fee to a maximum of DKK 1.2 billion.

Installment payments in four parts

The fee will be spread over four installments leading up to October 2026, supplemented by a smaller additional charge spread over four years.

Abolition of the volume-based packaging tax in 2026 and 2027

An existing tax from the Packaging Tax Act, amounting to a relief of up to DKK 250 million for businesses, will be abolished.

Greater transparency

All municipalities will be required to use the same calculation method in the future, providing businesses with a better overview and reducing price discrepancies.

Less administration

Both the Environmental Protection Agency and Danish Producer Responsibility must reduce their expenses.

Crackdown on free-riders

Companies that do not comply with the rules should no longer be able to pass the bill on to those who do.

Study of neighboring countries

A study will examine how neighboring countries are making producer responsibility more cost-effective.

The government emphasizes that producer responsibility for packaging remains a key part of the green transition. At the same time, these measures are intended to ensure that companies are not charged higher fees than those originally anticipated in the 2022 political agreement.
