The EU Packaging and Packaging Waste Regulation (PPWR) introduces new requirements for how companies document their packaging. From August 12, 2026, a Declaration of Conformity (DoC) must be prepared before any packaging can be placed on the market. The declaration must be supported by the necessary technical documentation and applies to both existing and new packaging types.
For many companies, establishing the necessary data foundation can be a challenge. Data regarding packaging materials, structure, and other relevant factors may originate from various points in the supply chain.
Suppliers must provide the information and documentation that the manufacturer needs to verify that the packaging meets the requirements. At the same time, the manufacturer must have a clear understanding of the requirements applicable to each specific piece of packaging. This may include requirements for materials, substances of concern, recyclability, and packaging minimization.
That is why we have developed a new feature in GS1Trade Packaging, which makes it easier to manage the Declaration of Conformity.
Based on the company and packaging data already registered in GS1Trade Packaging, the system automatically creates a Declaration of Conformity for your packaging, which you can download as a document.
The declaration includes information about the packaging, the manufacturer, and the packaging's design and material composition. It relates to the packaging itself rather than the contents or individual item numbers. This means that, in principle, it concerns the specific type of packaging rather than every individual product that uses that packaging.
It remains the manufacturer's responsibility to ensure that the information is accurate, complete, and up to date, and that the packaging complies with the relevant requirements of the PPWR.
Companies should assess for themselves which packaging requires a Declaration of Conformity and when the requirements apply, including for packaging placed on the market before August 12, 2026.
